Benin / Development of policies and strategies: TALON concerned about achieving the SDGs 

The adoption of this guide attests to the fact that the Breakdown and fresh start regime works to give more luck to the implementation of the PND but above all to favor the taking into account of issues such as gender, employment and climate changes.

The Council of Ministers in its ordinary session of Wednesday, February 12, 2020 adopted the methodological guide for developing policies and strategies. And for good reason, the new institutional environment, marked by the adoption of the National Development Plan (PND) 2018-2025, requires the updating of all sectoral policies and strategies, as well as the development of strategies for sectors and ministries that need them, in order to align them with the new directions set by the PND.

President Patrice TALON is committed to modernizing planning tools to better tackle current new challenges. Thus, the methodological guide for developing policies and strategies was adopted by the Council of Ministers on Wednesday, February 12, 2020. To achieve this, it seems necessary to update the guide dating from 2009, in order to integrate into the process of drawing up policy and strategy documents, new dimensions, in particular gender, employment and climate change, recognized by the international community as major challenges and issues.

Thus, the government has endowed the country with a National Development Plan (PND) for the period 2018-2025.

In fact, the strategic planning tool aims to clearly identify the needs of the populations and encourage their care; with the aim of improving their economic power and their social well-being through the achievement of the Sustainable Development Goals (SDGs). The concern for coherence, integration of ideas and plans with this general framework that is the PND, requires the development of a Methodological Guide for developing policies and strategies in accordance with the directives and orientations of the National Plan for Development. It should therefore be noted that this approach by the government is beneficial.

This great step will allow the capitalization of the acquired knowledge, and thus encourage policies and strategies to attack the targets according to the overall objective and the real problems identified in the planning document. It generally appears that the adoption of this guide attests that the Breakdown and fresh start regime is working to give more luck to the implementation of the PND but above all to favor the taking into account of issues such as gender, employment and climate change in our policy and strategy documents in order to increase Benin’s chances of working towards the achievement of the SDGs.
